The problem. The idea. The experience.
Transport and financing barriers can prevent people starting or keeping employment.
How the idea came to life
The offer allowed eligible workers in a trial period to begin paying for a leased vehicle from the fourth month, subject to programme conditions.
How it reached people
Partner referrals, participating garages, CareMakers information and a national information campaign.

The sources document the offer and campaign. Earlier CareMakers beneficiary findings are not presented as results of this new activation.
Read the campaign story
Renault Group’s Cars to Work extended its CareMakers mobility programme with an offer for people beginning a job trial period. Publicis Groupe’s March 2024 announcement describes eligible vehicle leasing with payments beginning from the fourth month. It also names employment, financing and mobility partners. The public information campaign was scheduled to launch on 23 March. This is an operational offer communicated through advertising, not just a film about social inclusion.
The chronology changes how the evidence should be read. CareMakers had existed since 2012, and the announcement cites beneficiary research from earlier annual reports. Those findings concern the wider programme. Although a later award entry groups social-benefit claims with Cars to Work, this study does not attribute them to the new campaign. The sources establish the offer’s design and distribution ecosystem, not a controlled estimate of additional jobs secured because of advertising.
Editorial interpretation: the creative insight is a circular barrier. A person may need transport to demonstrate reliable employment while needing reliable employment to access affordable transport. Altering when payment starts can address that sequence more directly than a persuasive message. For another business, the equivalent opportunity might be a trial period, delayed certification or temporary access. The important question is which requirement prevents a promising customer from reaching the stage where the requirement becomes easier to satisfy.
Editorial interpretation: a timing change also relocates risk. Someone must fund the interval, manage eligibility and handle unsuccessful transitions. A campaign should therefore explain obligations and exceptions with the same care as the benefit. Calling a service inclusive does not make every applicant eligible or every financial arrangement suitable. Partner capability, clear terms and a safe route for people who cannot proceed are part of the communication proposition, not administrative details added afterwards.
Map the circular barrier precisely
Draw the steps a person must complete and identify which step depends on a later one. Validate the sequence through interviews and operational records rather than a memorable slogan alone. Then ask whether the company can remove, defer or substitute a requirement. The most useful intervention may be a smaller administrative change than the campaign initially imagines. Avoid assuming that every barrier is financial or that access to your product is the only possible solution.
Design the downside before promotion
Specify what happens if the customer does not reach the expected milestone. Make charges, eligibility, support and exit routes understandable before encouraging applications. In a financial context, appropriate professional and regulatory review is essential. A persuasive story can attract people for whom the offer is unsuitable, increasing harm and operational load. Review rejected and withdrawn applications as carefully as successful ones to understand whether the promise is being heard accurately.
Keep programme history separate from campaign impact
Create separate evidence tables for the longstanding service, the new offer and the advertising activity. Record dates, sample definitions and what each statistic actually measures. Beneficiaries’ positive opinions can be valuable without proving that the programme caused their employment outcomes. For the new offer, track qualified uptake and sustained access before making social-impact claims. This prevents a strong legacy programme from becoming accidental evidence for an untested marketing extension.
A small test for another brief
Pilot a low-risk access-timing change in an educational or business service, such as temporary access while a customer completes a non-financial onboarding requirement.
Measure completed onboarding, sustained useful participation, support burden and adverse experiences. Do not equate more applications with better outcomes.
Stop if the timing change hides liabilities, attracts unsuitable participants or creates obligations people cannot reasonably understand.
- Interview people who stalled at the same requirement and confirm the barrier is real.
- Define the temporary access period, support owner and fair exit route in plain language.
- Compare the pilot with the existing process while checking customer understanding and operational cost.
