A compliance matrix turns a long tender pack into a controlled response task. It helps the team see omissions and unsupported commitments while leaving room for a clear, persuasive proposal within the buyer’s rules.
What you will leave with: A requirement-to-response matrix with owners and checked completion states.
Use this when
- A tender pack contains requirements across several documents.
- A bid looks polished but reviewers cannot locate required answers.
This is not a guarantee of eligibility or winning, and it does not replace legal or specialist review of consequential requirements.
Extract requirements with their original references
APMP’s proposal framework includes a compliance matrix for tracking response requirements. Build the record from the current tender pack, including applicable amendments, rather than from an old response template.
Capture each instruction or requirement with its document reference and enough original context to avoid changing its meaning. Separate eligibility conditions, response questions, submission rules and proposed delivery obligations. A formatting instruction and a performance commitment need different owners. Keep ambiguities visible for clarification instead of silently converting them into an easier requirement.
Assign an accountable answer and evidence owner
For each row, name who prepares the answer, what evidence is needed and who can approve any commitment. Identify the intended response location early. A specialist may supply a fact while a commercial or legal owner must authorize the resulting promise.
Use meaningful states such as not assessed, evidence needed, drafted and reviewed. Avoid a green checkbox that merely means text exists. A claim of certification should link to current evidence and the correct organization or service scope. If a requirement cannot be met, record that honestly and route the issue to the bid owner rather than asking a writer to obscure it.
Connect requirements without losing distinctions
Some response sections address several requirements, and some requirements need evidence in more than one place. Maintain those links explicitly. Do not duplicate a promise across documents without checking that the wording and conditions agree.
Track changes when a clarification modifies the requirement. Identify the rows and response sections affected and assign the revision. Keep the matrix manageable by using references to supporting material rather than copying whole attachments into it. Its job is traceability and accountability, not becoming a second proposal with its own competing narrative.
Review the actual submission against the matrix
Open the assembled response and check that each required answer is present in the permitted location and format. Verify attachments, signatures, limits and portal fields against the current instructions. A reviewed draft is insufficient if the exported file or uploaded package differs.
Resolve missing evidence and inconsistent commitments before release. Have the authorized bid owner assess any remaining exception. Preserve the final matrix with the submitted version and confirmation record. Use it later to explain what was offered, while remembering that the governing agreement and procurement process determine obligations, not the internal spreadsheet alone.
Make the reasoning concrete.
A fictional technology-services bid includes a requirement for a particular certification. A writer marks the row complete because a paragraph says the company follows industry standards.
Accept the paragraph as completion
Opening: Keep the row green because the topic appears in the proposal.
Hypothesis: The matrix looks ready for submission.
Risk: The response may not satisfy the actual certification requirement.
Check the requirement and evidence
Opening: Ask the responsible owner for valid documentation or a truthful exception.
Hypothesis: The bid decision can account for the real compliance position.
Risk: The team may need clarification or may be unable to submit a compliant offer.
The bid owner corrects the status to evidence needed and checks the exact requirement. The team does not substitute broad reassurance for a credential it cannot substantiate.
Take the questions into your next brief.
Use these prompts in your own notes. Nothing is submitted from this page.
Requirement
What exact instruction and version does this row track?
Location
Where will the evaluator find the answer?
Evidence
What substantiates the response?
Authority
Who can approve the commitment or exception?
Verification
Was the final submitted package checked?
Watch for the wrong conclusion.
- Marking a row complete because the topic is mentioned.
- Hiding an unmet requirement in vague wording.
- Checking a draft while submitting a different export.
Your next action
Trace three mandatory requirements from their original document to the final answer and evidence, and reopen any row that cannot be verified.
